Insert the dowel into the center of the Styrofoam, using a drop of rubber cement to hold it in place. Arrange sprigs of holly and mistletoe around the base, inserting the stems into the Styrofoam until no Styrofoam shows through.
If desired, embellish further with ribbon in the wedding colors or a garland of flowers. Coat the top two inches of the dowel with rubber cement and carefully slide the angel into place on it. Allow the cement to dry.
